AbstractThe importance of enhanced technological capabilities in the success of a fhm especially in the productive sector is widely recognized. However a firm need not have high levels of competence in all the element'> of technological capability. An industrial enterprise can acquire or make use of the interventions from outside supporting agencies to enhance relatively weak or missing capabilities. The specialized infrastructure institutions inclusive of specialized financial institutions in developing countries are expected to cater to such needs of the industry. In this research study an onalytical framework is developed to study the role of specialized financial institutions in upgrading firm level technological capabilities. In order to develop the framework, the elements of technological capability were first identified and classified under five major categories namely: acquisitive; projectexecution; productive; innovative; and facilitative capabilities. Then the interventions required from industry supporting institutions to enhance major categories of technological capability are defined. Finally services offered by specialized financial institutions are scrutinized to interpret the interventions associated with them. The contribution made by specialized financial institutions in Sri Lanka towards potential technological capability enhancement of the productive sector are analyzed using the developed framework. This is carried out based on data obtained through a survey of specialized finoncial instjtutions in Sri Lanka. Some major factors affecting the effectiveness of services offered by specialized financial institutions are identified. The results and findings of this study are discussed. The main advantage of this framework is that it could be utilized to analyze the role of any technology infrastructure institution in upgracling firm level technological capability. The limitations of the study are discussed and recommendations for further studies have been made with a view towards improving the proposed framework.
