| Abstract | The Malaysian economy has undergone tremendous growth since 1988. One of the major contributors to the growth of the Malaysian economy is the electronics industry, which include among others, semiconductor manufacturing. At present, Malaysia is the world largest semiconductor exporter. Only a few local firms, however, are involved in the semiconductor industry, which has been mainly dominated by foreign firms since the 1970s. The industry is limited to integrated circuit (IC) assembly and testing, the so called 'back end' process of the semiconductor production. This 'back end' process is highly labor intensive and has low value added. The Malaysian semiconductor industry has yet to realize its full potential. The Malaysian Government has called on the foreign firms to move into the higher value added 'front end' production process - wafer fabrication. However, only few foreign firms has heeded the call. In short, the Malaysian Government has left the development of the Malaysian semiconductor industry to the foreign companies. The Government should realize that, in the long run, the development of the Malaysian semiconductor industry could only be realized by developing the indigenous capability of the local semiconductor firms.
