AbstractThe concept oftech1tological assessment and selection is a very complex 01te, requiring multi-criteria considerations to deal with a wide range of factors. Some of the importallt factors are the urgency of requirement, compatibility with existing surrou1tdings, performance, correspondence to planning theme horizons and incorporation of desired short and long-term objectives. Value of judgment of the decision-makers themselves are involved. Furthermore, selection ofany technology is to be determined by a strategy for national development - a development that will be self-generating, self-reliant and autonomous. In dealing with the problem of technological selection, three steps are developed. The first step is the identification of critical ยท. techno-economic assessment criteria and the existing technological alternatives that are relevant to the context of long-haul telecommunications transmissions systems. The next step is the evaluation of these criteria with respect to different planning theme horizons and the ide1ttified criteria. The final step is the strategic assessmellt and selection of technology, i.e. decision priority of alternative technologies through application ofthe Analytic Hierarchy Process.
