AbstractIran is located on earth's dry belt and for centuries it was managing water shortage. However, in recent years Iran is dealing with water scarcity issues. Water scarcity is associated with social welfare, national security, political turmoil, or in severe cases civil war, public health, food security, environmental issues, wild-life, migration, and the economy. Resolving the issue of drought and water scarcity is gaining importance and becoming the highest priority problem to solve in some regions. Several methods can solve this crisis in the short" medium, or long term. Solutions such as exploiting new resources of freshwater; treating and reusing water; and desalination are considered medium to long-term solutions. This manuscript focuses on desalination as a suitable response to water scarcity in Iran. This research introduces available desalination technologies and how they can be combined with renewable energies. Also it compares the cost of produced water by each technology and investigates environmental effects of desalination plants. Methodology used for this was historical literature review. Finally, the study identifies the factors affecting desalination technology in Iran and proposes a decision-making framework for selecting desalination technology in Iran. Combined Delphi and AHP were conducted to identify affecting factors in technology selection in Iran. The factors affecting desalination technology in Iran were identified. These factors were grouped into 7 main categories: technical; financial; energy and environment; social and behavioral; location; socio-economy and external factors; and legislation. Each of these categories has several sub-factors. Some other factors unique to the Iranian project context and country situation or culture were introduced by experts. These unique factors were: availability of spare parts in the long-term; higher management decision; and foreign relation and sanction. The importance of fmancial factors as compared to that of the technical factors was also considered during this study. Major concerns were financial; technical; and energy and environmental factors, in order. However, the highest priority belonged to higher management intention (0.083) followed by government support (0.067); capital cost (0.058); and electrical network (0.044).
