Abstract | Increasing demand for agricultural food is making the retention and preservation of prime agricultural land a focus of land policy. This is a particular problem in Yogyakarta which has a high population density where pressures to convert agricultural land to other uses are strong and sustained. This situation has been accompanied by a tremendous growth of the city causing the encroachment towards its suburban areas where prime agricultural land exists. The growth in population numbers, development of new infrastructure, and other construction activities are particularly considered as factors influencing such a change. By using secondary data and interview results with the concerned government officials, the study which focuses on policy review aims to (1) understand and explain the dynamics and complex process of urban development and expansion into the fringe area; (2) provide an overview of the existing land use planning and policies and identifying the problems arising in implementing them; and (3) propose possible policies on land use planning to preserve agricultural land. The results of the study show that there have been spatial planning and land policies either directly or indirectly to preserve agricultural land. However, it is found that the sort of policies do not work effectively due to the following reasons: (1) the policy is too broad in nature, (2) inconsistent land regulation; (3) absence of agricultural zoning ordinances; (4) little concern from the government; and (5) lack of coordination among related government agencies. Therefore, this study suggests to: (1) introduce a comprehensive policy to regulate the distribution of new housing development; (2) formulate an overall urban mater plan which covers the entire urbanized area; (3) apply strict control over the conversion of prime agricultural land by formulating agricultural zoning ordinance (4) strengthen the coordination among government agencies. |
