Abstract | Vietnam has been facing the problems of housing shortage, employment and income generation that occur widely throughout the country. The transformation of the Vietnamese economy from a centrally planned economy to a free market one brought the "new wind" for the development of the private sector. Since the introduction of the economic reforms in 1986, the role of small private enterprises has been officially recognized. Their contribution to the country economy helps to lessen these problems. The establishment of small private enterprises is governed by a number of factors such as resource limitation, restricted access to capital and credit, land, technologies, restricted and often localized market, etc. The research at tempts to analyze the structure, performance, characteristics, patterns, employment and income generation, and determinants of growth of the small private building enterprises in Hanoi. The study also investigates the conditions, under which the small-scale building materials enterprises are currently operating. A field survey of small private building materials enterprises was under taken as the major part of the research to find out the constraints and difficulties faced by the private producers that hinder the development of these enterprises. Fifty-one small enterprises, located in Hanoi and its surrounding areas, were included in the survey. The major market of small building materials enterprises is the construction sector. Therefore, the characteristics of the construction process may influence the choice of technologies, materials for production and the pattern of distribution. The demand of the building materials fluctuates widely. A large number of building material s are bulky and heavy bring about high transportation cost. Thus, the building materials market tends to be localized. Most of the raw materials for building materials product ion are locally available. Lack of access to capital sources and land for production is the frequent constraints f aced by the private producers. From the survey results, the research suggest measures and gives recommendation to enhance the efficiency, improve productivity, and creates a heal thy environment for the development of small building materials enterprises. |
