Comparison of government and farmer-managed irrigation systems : a case study in the Kamala River Basin, Nepal

AbstractIt is generally said that farmers managed irrigation systems are functioning better than the government managed irrigation systems. But the comparative study of these two different managed irrigation systems have not been conducted so far in detail. The major objective of this study, thus, is to assess the water supply situations, efficiencies and water management practices to compare the system performance of these two different managed irrigation systems. To meet this objective a comparative study of different managed irrigation systems, namely Kamala Irrigation System (GMIS) and Uttarayani Kulo System (FMIS) was conducted in the Kamala River Basin, Nepal. The questionnaire survey and field observations were carried out for the study. The finding shows that available water supply is not sufficient for the Planned command area of Kamala system but it is rather sufficient for Uttarayani system . The project efficiency is 29 % and 38 % for the Kamala and Uttarayani systems respectively. The crop water use efficiency is higher and the cropping intensity is lower in the Kamala system. The overall index of satisfaction is higher in the Uttarayani system. The difference in the system performance between theses two different managed irrigation systems is not significant.
