AbstractPresent environmental problems are the manifestation of increasing complexity of the world system. Complex system invariably poses a challenge to intuitively well-intentioned policy interventions. Such policies are largely intervened to counter the macro-behaviour without investigating the underlying micro-structures. Creation of power institution is implied while implementing such policies of direct nature. Eventually these policies remain either ineffective or counter productive in terms of meeting the intended objectives. Also such kind of policy framework is highly time sensitive. Most of the contemporary environmental policies fall under this category. In order to search an operational and time-independent policy framework for current environmental problems, this research performed an policy experimentation (over the "Limits to Growth model) by using system dynamics method. The policy exploration and subsequent experiment revealed that the feedback phenomenon as an organising principle is one of the most effective approach to influence micro-structure towards desired end. Feedback-based policies are time-insensitive, robust and more operational (i.e. demand no power intervention). These policies correspond to the institutional norms which continuously respond the respective key feedbacks and influence the day-to-day decision of an individual or institution. Also implied from the experiment is while identifying feedback structures for policy formulation, creation of new feedbacks should be opted only after exhausting the scope of existing
