AbstractIn the context of development planning / planned development, trained manpower of postgraduate qualification has been assigned the role of agents of change. The institutions of poststgraduate education are subject to performance monitoring and impact evaluation. One distinct type is the so-called tracer study. Its context of justification is outlined with foci on ramifications and intricacies. Much room is given to the presentation of the context of discovery of tracer studies. Setting out with the targetting of prospective users, the scope of study, its objectives, and assumptions or hypotheses are addressed in general terms. The detailed discussion of the tracer study design highlights the type of research, study method, necessity and technique of coordinating research parameters and variables, target coverage and representativeness, survey organization and technique, and analytical requirements. As for the context of utilization, the objectives of institution building, maintaining donor assistance, securing partner country support, and fostering alumni relationships are emphasized. Complementary studies are identified which, together with tracer studies, contribute data for the planning and management of institutions of postgraduate education.
