Abstract | The primary focus of this study is the objective setting process of state-owned bank, the Land Bank of Taiwan conditions. The Land Bank has goals and objectives in place already but there is no methodology or management technology that provides the involvement of all levels of the Bank in setting those goals. There are also indications that the different levels of the Bank do not coincide. An analysis of the empirical evidence related to objective setting indicates that the proposed effects of operating environment, organizational structure, and participation in objective setting do differ substantially across branches, headquarters, and government regulatory officials. An overview of the Bank's objective setting priority is provided in order to assess the better fit bank objectives to a process of Managing by Objectives. Additionally, in - depth analyzes of the performance characteristics of the bank are conducted in an effort to examine the priority of objectives and criteria related to the efficiency and effectiveness of the banks performance |
