AbstractA plan to create a public videotex system was endorsed by Telephone Organization of Thailand. A concession was granted to Lines. Technology (Thailand) Co., Ltd. (LTT) to build a nationwide videotex network. The company has commissioned-the author to study the market, plan and forecast the technology while involving himself ·with. all the developments of the corporation The preplanning for the research was done by the Managing Director of LTT and the author. A problem to solve is how to start videotex applications with no users and how to acquire users if there are no applications. The results of the study was used as the foundation for the financial projection, investment plan, and conception of overall strategy for the concessionaire. The research found that the market needs an information system but will need more time and incentives to accumulate the critical mass. It will then generate· the momentum to propel the technology to the masses. The· solution is to invest in applications early and make system cheap and attractive to users. The concession, in the long-run, will be both profitable for investors and beneficial to Thai society. The two important aspects of the technology are the communications network and videotex applications. Given continuing research on target market characteristics and technical analysis to optimize the videotex network, the technology can attract new users on its own merits. Short- term plans and a long-term strategy are also recommended.
