AbstractA fuzzy dynamic programming model has been developed and applied to derive the most preferred planning scenario and the optimal operating rule for Menlou Reservoir. A model of release-constraint combined fuzzy dynamic programming in used to generate different alternatives. The objective is taken as maximization of the total release to irrigation water supply while the municipal and industry water demand is considered as constraint. Selection of the best alternative and the allocation between irrigation an d municipal and industry water supply are reached by compromise programming. Combined storage-constraint and fuzzy dynamic programming is employed to find the optimal operating rule for the most preferred alternative. Two approaches have been investigated. One is to confine the water supply to irrigation in dry periods by specifying one rule curve. Another one is to define the firm water supply target that should be maintained during the dry periods by specifying one more rule curve as well as rule curve defined in approach one. The comparison between these two approaches shows that the latter can improve the reliability of both irrigation and municipal water supply efficiently. The sensitivity analysis of the normal capacity in dry season shows that conjunctive use of flood control storage and conservation storage can either improve the reliability under unchanged water demand or satisfy higher water demand under the unchanged reliability requirement. The sensitivity analysis of water demand shows that the higher water demand can not be satisfied by Menlou reservoir at present situation.
