AbstractProper planning, rational development and optimal operation are becoming important in Ho Chi Minh City, the biggest city in Vietnam, which is being confronted with increasing water demand. This study addresses these issues based on multiple objectives governing the integrated use of surface and ground water resources. Linear programming model considering stochastic inflow and deterministic demand have been proposed for identifying alternative planning and development plans. The alternatives have been evaluated by multi-criteria decision-making method. The model have been applied for determining optimal operation of water supply system for Ho Chi Minh City for assessing its performance to fulfill the water demand in 1995 and 2000 corresponding to inflow with probability 75% and 90%. The results obtained from the planning model indicates that water available within the study area incorporating ground water development is sufficient to meet the water demand of Ho Chi Minh City.
