Abstract | Vietnam has introduced policy reforms in 1988 and greater freedom for the Private sector to engage in activities. As a result many changes have taken industries in Ho Chi Minh City. allowed economic place in This study attempts to find out the changes that have taken place and the difficulties still remain in private sector industries. Industries in two districts of Ho Chi Minh City were studied. The first one is the Fifth District where its industrial capacity is higher and predominated by Chinese Entrepreneurs . The second one is the Phu Nhuan District where there are many Vietnamese engaged in traditional professions and handicrafts. With the implementation of n e w economic policies, many problems in the production have been lessened and the economic situation has improved. New sources of finance, new sources of raw materials and renewal of machines from producers' relatives in other countries and from joint venture helped to solve noticeably the problem of lack of capital and raw materials for expanding production and the renewal of machines. The private producers have more appropriate conditions to operate their work themselves a nd generate their creativity in production. The economy has gained initial results i n the beginning stage of shifting the economy controlled by the state plans to the market oriented economy. Still, there are many difficulties and problems. The prices of materials usually change a nd increase. The inflation is high. The competition has increased and the consumers have got benefitted. However, the competition arising from foreign goods, mainly smuggled, ha s negative effects. Due to backward technology and lack of capital, domestic industries are unable to compete with foreign products effectively. Therefore, at the initial stage of shifting from a socialist economy to a market economy, the government should take measures to provide some protection to domestic industries. This study is confined to the private sector industries for finding out common problems in private sector industrial production after the implementation of new economic policies. It is necessary to study industrial production of other economic sectors, of each of the industrial branches at frequent time intervals to observe the trends in the long run. |
