Abstract | The Rural Job Creation Programme was one of the five programmes in the Fifth National Economic and Social development Plan of Thailand. The objective of these programmes were to create income distribution by generating employment opportunities for the rural poor after their harvesting season, to stop migration and to help strengthen local authorities so that they would be more self reliant in the long run. The objectives of this study therefore aim to find out whether these programmes can really create jobs for off form employment workers and improve their income; to investigate the effects of these projects to the beneficiaries after these projects were implemented; to examine the Tambon Committees in procedures of planning process for the job creation programme whether their decision base on the need of their people and match with their local resources; and to evaluate the role of Tambon Development Working Group in Decision making for these programmes. Comparison the distance of the water related projects from the district off ice and the level of village development were employed in this study. The findings have shown that this programme did not create jobs to the rural unemployed in the slack season, nor stopped out migration, but provided the village infrastructure. However, the cooperation among villagers, village cohesion and self-reliance were increased. The projects did not come from the needs of majority of villagers, the Tambon committees' capacity in planning were much improved, though. The Tambon Development Working Group assisted the Tambon committees in writing project proposals and conducting the Tambon Meeting when the necessity arouse. No differences in any activities between the two areas took place except that peoples' participation in the lagging area far from the district off ice were more than those participation in the regular area near the district office. To overcome these problems, this programme should be allocated to the needed Tambon and extend the new project framework including the water for consumption projects and the large irrigation projects to supply the water for the whole year to practice multiple cropping. |
