AbstractToday, most bus operators are confronted with various problems like steep rises in both capital and operating costs, lack of resources, government policies at almost every turn of their own policies, etc. There is then a pressing need to evaluate the operational performance of bus services in order to identify the areas that require improvement and so that feasible policy alternatives can be made. This paper explores the issues on the administration and operations of the public bus systems in Bangkok (BMTA-Bangkok Mass Transit Authority) and Manila (MMTC-Metro Manila Transit Corporation) specifically the airconditioned buses. The variables used in comparing the two bus systems are based on the paper published by the World Bank entitled "Bus Services: Reducing Costs, Raising Standards." Based on the result of these variables, it was found out that generally bus services being provided by these two bus companies under study is below the standard level of performance. The variable upon which the two companies are worse-off is the percentage of unproductive kilometers or dead mileage. To help the management cope up with this problem, a model is developed. The allocation of buses to depots and routes are formulated as transportation problem. The Out of Kilter Algorithm is used in finding the solution to this problem. The result of the model indicated that the existing allocation of buses to depots/routes are not optimal. The model then reallocates the buses to depots/routes and dead mileage is reduced by 14% for BMTA and 35% for MMTC.
