Abstract | This study is concerned with sugar self sufficiency and improving the living standards in the Intensified Smallholder Cane programme in unirrigated land at South Kalimantan, Indonesia. It deals with the problem of determining what measures of society's opinions are applicable in this programme, and what improvements are possible. Data and information related to farmers, government officials, bank manager and factory manager opinions were first collected and analyzed to arrive at preferences on the programme. Two stages have been developed to address the problem. The first is an Analytic ~erarchy Process for finding the opinions of the society. The second stage determines the optimal action needed to improve the benefit from life in the programme. The first stage demonstrate how Analytic Hierarchy Process (AHP) is useful in rationally measuring the complex impact of the Intensified Smallholder Cane (ISC) programme in unirrigated land. Specifically, using AHP, the overall impact of the ISC project according to the perception of local people, is analyzed. Problems and limitations are identified in this study involving economical, social, financial, and managerial factors. Conclusion of this analysis is that the current policy be maintains. The second stage, analyzes productivity of the cane and income related to cane production, and sugar price. Results of the sensitivity analysis of price and productivity shows that farmers can obtain the targeted increase and the factory make some profit only if the productivity is improved. Yet, when one speaks about the cost and benefit of a local project, ideally, it should also be referring to those benefit and cost that affect the local people, directly or indirectly. Hence an analysis of intangible benefit like social and managerial benefit is carried out. |
