AbstractConstruction contract administrators are required to make decisions regarding different aspects of the project at various stages . A major decision makin g activity concerns the selection of contractors/b id s. Traditionally, bid selection is don e on the basis of competitive bidding . Contract award is made to the lowest competitive bid submitted . This is a decision which could determine the success or failure of a project. Bid selection decision making is based upon the implementation of a wide range of criteria, for which information is often qualitative and subjective. In order to make a n informed decision, administrators are required t o have examined: (1 ) financials ability ; (2) experience or past performance; (3) personnel; (4) equipment; and (5) current contract workload. The process of bid selection remains largely an art where subjective judgment based on the engineer's experience becomes an essential element of the bid selection process. This study attempts to examine the feasibility of decision support system for bid se lection. In an attempt to un cover the underlying factors t hat characterize the bid se lection decision making process, questionnaire surveys were conducted in t h e Royal Irrigation Department and the Electricity Generation Authority of Thailand and through face to face interviewing with construction professionals who have extensive experience with bid selection. The stud y also proposed some suggestion s for qualifying the contractors in order to prevent the failure of projects . Besides the problem areas, some suggested solutions and qualification of alternative system - DSS and Expert systems , a microcomputer-based decision support system is proposed to aid this process. The DSS will give meaningful information to the decision maker while the decision maker still make a decision by himself/herself . DSS can also help bid selection by reducing time , persons and expenses u sed. Finally, the proposed software packages are dBASE III+ and Lotus 1 -2-3 while the proposed hardware are IBM PC and IBM compatibles . The study also proposed the basic procedure for implementing DSS in bid selection using these software packages.
