Abstract | Planned outage scheduling is a significant problem in power system operation and maintenance, and at the same time it is a challenging optimization problem. The most important thing which management must be concerned about is the reliability of the system. In this study, the methodology of reliability based outage scheduling was studied and developed. The problem was formulated as a Dynamic Programming Model with the reliability oriented optimality criteria. Two approaches of objective functions deterministic and stochastic, were studied and developed for using in the model formulation. The objective of reserve leveling and the Loss of Load Expectation (LOLE) were used in the deterministic model and stochastic model respectively. To overcome the curse of dimension problem, the problem size was reduced by using the iteratively, monotonically converging optimization technique called Successive Approximation Dynamic Programming (SADP). Another serious problem is the computation of LOLE index which requires the time consuming recursive convolution procedure. This problem can be overcome by the approximation method using Gram Charlier expansion. The model was formulated for the specific case of the Electricity Generating Authority of Thailand (EGAT). The SADP algorithm is developed and coded with fortran 77 language. Two programs with different objective functions were used to solve the actual problem. The results and comparison with the current scheduling method show the effectiveness of the developed methodology. |
