Abstract | Logically, the link between national objectives and project appraisal is simple. The criteria to be applied in project appraisal must be derived from, or compatible with, national objectives and reflect their interrelation. But practically, it is not possible to quantify all the objective and subjective factors with the same yardstick due to a numerous obstacles. Here, an attempt is taken to integrate both the national goals and investors ' point of view. At the First stage the whole problem ls disaggregated by Analytic Hierarchy Process (AHP) modelling. Two criteria which play important role namely (i) Cost-Benefit Analysis and (ii) Socio-Economic Analysis are taken into account. Under cost benefit analysis phase, all projects are ranked at the basic level and results are aggregated by applying AHP modelling again. In the Second stage the Socio-Economic Analysis, the optimal production capacity is determined by applying goal programming modelling under different conflicting national goals and constraints. From this the individual project is ranked by marginal contribution due to objective and subjective factors. Then all these results are aggregated together by AHP model to rank the individual project under Socio-Economic analysis. The Decisions those are taken at the elementary level to rank the different projects are at last aggregated together to get the overall ranking of the individual project. So in this method the decisions are taken at the elementary level by disaggregation a11d the results are combined together by aggregation by applying AHP modelling. |
