AbstractMotivated by the increasing demands on a rationally defensible and logically consistent environmental decision making, a miniature decision support system < DSS> for environmental impact assessment CEIA> was developed in this study. For this purpose, relevant new concepts and knowledge in man-machine effects are used in the context of environmental engineering. It is known that effective EIA methodologies is less available in cooperation with conventional procedure languages like Fortran. One critical example is that uncertainty management for EIA is essential and machine reasoning technique should be introduced for extensive logic processing, but those can't further be done without the help of newly developed machine reasoning ideas. Ordinary methodologies of EIA are evaluated on their suitability and relevance for such incorporation. Inference networks and environment evaluation system < EES> are found to be the appropriate couple for this approach. Programming in Turbo Prolog computer language was investigated to evaluate this approach. The system created provides an indispensable core for the advanced development to EIA expert system. This study demonstrated that such a system helps EIA in translating the . complex interactive relations among the environmental factors into a rational and consistent decision making. In addition, the availability of powerful function give the system much of the user friendliness and problem solving ability. They are certainly needed in EIA.
