AbstractThe problem of obtaining a defensible measure of embankment settlement on soft clay deposit is addressed. As probabilistic methods provide, in principle, the best approach for obtaining measures which adequately reflect the uncertainties involved, an attempt is made to develop a probabilistic settlement assessment procedure which is practical and generalized. The important concept of correlation in space and the related notion of spatial averaging are capsulized in a "scale of fluctuation", which conveniently effects variance reduction from point variations. With the adoption of a direct approach applying statistical procedures to the required settlement characteristics of individual samples, the u se fulness of this concept of "scale" is fully appreciated. Spatial-temporal uncertainties are unified from the uncertainties in total primary, secondary and the degree of consolidation at a specific time by the first-order second moment approach or Rosenblueth' s point estimate method. 52 KM of a highway serve as a case to test the validity and usefulness of the proposed method. Vane shear tests and 48 conventional consolidation tests are used to predict the settlement of the highway 10 years after construction, when extensive settlement data were actually taken. The method thus developed was found to characterize the distribution of settlement accurately.
