AbstractThe concentration of economic activities at one particular areas causes over concentration. Various policies were implemented to ease out pressure from the major metropolitan cities. Among these creation of establishing an industrial estates outside the metropolitan boundary was most important means to deconcentrate the economic activities by providing certain incentives, This study examines the Hub Industrial Estate of Hub town of Baluchistan Province of Pakistan, which was created to deconcentrate the industries outside Karachi. Primary survey through an structured questionnaire was the only tool to obtain information from the industrial entrepreneurs to achieve the objective of the study. The outcome of the results of analysis indicates that the deconcentration of industries has partially taken place as result of incentives as well as the proximity of agglomeration economies in Karachi . It has ease out the pressure of migration also as it has absorbed the local labour force of more than 3000 worker which is 32 percent of the total labour force of the estate. The major bottlenecks for the expansion were the only external road I ink to Karachi the shortage of skilled labour force in the l ocality,
