Abstract | Earlier sector's role The sector's poor and the studies on the informal sector have identified the in the development process of developing countries . crucial role in absorbing the surplus labor / the unemployed labor force has received much attention in those studies . Available research findings are however limited on the nature and relationship of location, linkage and labor utilization among these enterprises. Information on this regard are almost non—existent with respect to the sector particularly in a non—metropolitan city. In an attempt to overcome this gap in knowledge, this study makes an assessment of the nature and relationship of location, linkage and labor utilization by studying the informal sector in Davao City / a non— metropolitan urban center. Data were obtained through a field survey covering 203 respondents from trade manufacturing service, construction and transport enterprises . Findings of the survey suggest prevalence of definite locational linkage and labor utilization patterns among informal sector enterprises. Trading activities tend to concentrate in commercial areas while manufacturing activities are mainly located in the sub—urban industrializing area There are evidences suggesting a strong forward linkages with households and individuals belonging to the lower—income group. As to the nature of labor utilization, majority of the enterprises are run by family labor. Other findings include the vindication of the sector's role in meeting the basic needs of the urban dwellers. Of particular significance is the role of trading and vending activities in providing a wide range of goods at lower cost. Despite this major contribution, the sector and, much more / its participants are overlooked and considered as left—out segment of the urban economy. Their recognition t assistance growth and protection are given lower priority compared to the aesthetic and planning needs of the city. They become objects of harassment, eviction and other hostile actions. Recommendations to facilitate assistance, stimulate growth and protection include the recognition of the sector as a legitimate sub—set of the urban economy, extension of credit facilities on step—up basis, and the integration of the sector into the planning process. While the realization of the above recommendations is on the process, research on the specific needs of the enterprises in the sector should be given priority alongside with the adoption of a benign attitude toward the sector. |
