Abstract | The study aims to examine the building control measures in MIA 1 tan city with emphasis on their legal and institutional bases before proceeding to a sample survey of three housing schemes in Multan, covering 280 cases of building permits. The study was conducted as an attempt to find out whether the present regulations enforced are adequate and effectively implemented and to pinpoint the gaps, major issues of divergence and the enforcement problems , Tt was found that the problem is not the only violations of the present regulations but the actual problems are the inadequacy and unsoundness of the prescribed building regulations and the widespread gaps due to a complex legal enforcement situation because of the non—coordination among various agencies involved in the development activities of the city. Tt has also been noticed that the major planning agency, Multan Development Authority, which has prepared the Greater Multan Master Plan, 1987 and the responsible for its implementation, has the area of the jurisdiction covering above 80 percent of the city but only 25 percent of the housing activities are under the control of this agency Tn the light of such findings, several recommendations are formulated to improve the legal, technical, and procedural issues , The proposals include a revision of the present boil cling regulations and the establishment of a ' Building Control Authority' as a joint venture of all the planning agencies involved in the development activities of the entire city. |
