AbstractThis study aims to review the investment at provincial level in terms of budget allocation in rural regional development from both the public and the private sector. For t he public investment, the degree of correlation between budget allocation in rural development projects of five ministries and problem intensity to provinces is assessed. For the private investment, the distribution of industrial development at provincial l eve l is investigated . The socio-economic data base at village l eve l is used to reflect the village's problem. The study period of these two parts covers two years of the Sixth Plan . An attempt is mad e to suggest how the resource allocation might be adjusted to associate or respond to the needs and problems of provinces which means using limited resources with efficiency. This attempt is a l so made to suggest how t he industrial distribution at provincial level, apart from major provinces of the region, might be encouraged to generate employment and socio- economic development to remote provinces.
