AbstractThe more commonly practiced approach to addressing to housing needs so far is to emphasize on the supply side rather than demand side. Thus housing policy and program still far too inadequate to fulfill the various target group needs. This study takes up the case of the Semarang municipality , where (like many other cities in developing counties ) a greater proportion of the working people (60 'l. of the total labour are e ng aged in informal sector economic activities. The study makes a case for a special program for this group as a target group to overcome the housing problem of the city. In trying to find a solution of the problem, a concrete housing project scheme is pro posed for the target group. Through research for this study, data have been compiled and analyzed on the capacity and ability of housing demand of the target group who rent houses in various type of residences or settlements in the city. The rent currently paid plus their monthly and accumulative saving , and the value of owned assets of the target group are accounted as potentiality of housing demand . Then it is combined with their preferences to account for key elements in proposing a suitable hosing scheme for the target group in the study. In clearly specifying these elements , a set of hypotheses where tested which show that the ability and capacity of the target group is significantly different: monthly income, and saving s are significantly different by activity type as well as the work status in the informal sector ; willingness to pay the down payment and monthly installment significantly different by the level of income; and the housing priority of the target group shows that the proximity to the work place is the first consideration compared the other factors. Con side ring the target group potentialities, a housing project scheme ha s been designed with the principle of economic use of land and a low construction activities . The spread between the cost of construction and the sales revenues can earn a surplus of 16.4 percent or 40,967,994 million rupiahs (22,760 US dollars) , even though the projected cost used 90 percent of housing market price and offered the unit price to the target group at 10 percent lower than the lowest housing market price. Hence the adjustment of housing demand of the target group to the housing project scheme proposed in this study clearly manifests the affordable units are higher than what is indicated by the other housing projects currently available in the city. Thus the soundness of the proposed scheme lies in the fact that many more people of the target group will be able to buy housing units if the project proposal is implemented which is not possible from the currently available projects , either Perumnas or the private sector ones.
