Abstract | The populust exist on the periphery of decision making. Their own sense of disassociation and mutual mistrust prevent them from becoming organized to collectively share resources and decision making. Their inability to organize themselves have resulted in institutional development; scattered and unorganized development, causing waste and exploitation of their already scarce resources by the market forces. Under such conditions, external assistance for organizing the populust have become desirable. Government policies and programmes have paid no attention to institutionalising the populust efforts, rather it has been directed at creating an improved physical and social environment. The informal sector has tried to meet the demands of the populust through a competitive market. This has resulted in increasing opportunism and exploitation within the populist, which are barriers for collective sharing. The limitations of the public and the informal sector necessitated the emergence of non profit, independent non government organizations with the objective of developing capacity among the populist for institutional development. The NGO's are professional mid level development oriented organizations, which motivates and organizes the low income communities to participate in implementation of community level development projects. For this purpose the NGOs provide financial, technical and managerial inputs and shares decision making with the people. This study assumes that the willingness among the NGOs to accommodate community decisions is positively related to community participation in project inputs and decision making. The focus is on decision making because, secondly it is assumed that community participation in decision making leads to changes in attitudes, local decision making and community organization, indicators of capacity for sustainable self development. At Karachi, there are only four development oriented NGOs; Basic Urban Services for Katchi Abadis (BUSTI), Catholic Social Service (CSS), Orangi Pilot Project (OPP), and Sind Rural Workers Co-operative (SRWCo -op). This study analyses all the four NGO processes to determine the extent of collective and representative participation during t he project and its impacts on the community. The impact has been assesses based on the data collected through questionnaire survey of two hundred households and computed using the "before & after" and "with & without" method. The extent of community participation and NGOs willingness to accommodate community decisions has been based on data gathered through informal and structured interviews and from the NGO literature . During analysis ranking has been assigned to weigh the process of each NGO. In conclusion the weight of NGOs for the three variables; NGO willingness to accommodate community decisions, community participation and institutional development in the community has been correlated through rank correlation and linear regression to prove that the variables are positively related as assumed. Based on this it is recommended that the NGO characteristics which favour institutional development through community participation be adapted by the government agencies for local level development, to undertake community organization at a larger scale than practiced by t he NGOs. |
