AbstractThe concern or this study is to assess the potential of community forestry at a time of rapidly in creasing deforestation. Forest resources are valuable national resources as well as an important community resource. This stud y looks at the process of con serving forests in reserved areas by selected community. The underlying assumptions that forest conservation without government regulations being strictly enforced (as in the conservation area) it is not possible to conserve forests without community forestry. Therefore this stud y has been carried out at a village where traditional community forestry is practiced; at a village where community forest h as been promoted; and at a village where community forestry is not practiced. Data was collected through questionnaire surveys and structured interviews . In addition , the author stayed at the three villages and gathered data through informal interviews. Under traditional community forestry t he forest area has increased, under promoted community forestry it has remained unchanged, and wit hover community forestry, the forest area has decreased. Therefore, tradition al a nd promoted community forestry strategies have been successful in forest conservation and management whereas there is failure in the absence of community forestry. The three cases under study are described in detail . The physical conditions and historical background in relation to forest issues of each village has been outlined followed by a description of community organizations in each village and their role in community forestry. The importance of people 's potential in social control a nd water management has been highlighted as a significant key factor of community forestry . Also t he economic condition > particularly local opportunities for in come generation are described. Education, forest topography a n d perceived advantage have been include as key factors to t he development of community forestry as well. Based on the findings, a community forestry development strategy has been recommended and a diagnosis frame work h as been suggested .
