AbstractRemote sensing with support of geopathic information system is used as a n effective method in terms of their application for regional development planning. Spacehorne imagery with high resolution (SPOT) taken indifferent periods of time 198 5 and 1989 respectively are used for assessment of natural resources and nat11ral conditions which have been utilize d in the past and a t present a t the proposed study area. This was resulted in establishing a set of thematic maps as land, water was found out which agriculture techniques and cropping system could be suited in term of land suitability classification. A field survey by check list was conducted on human resources from the two main sources: farmers and leaders of two communes selected on simple random sampling in the study area in order to find 01lt what is attitude of the local. people towards utilization of natural resources for physical development and household economy development both in term of agriculture and small industry programme which have been developed in the pro posed study area in the past and at present and their further attitude towards changes for utilization of resources. Based on research finding, the p aper at tempts to identify the ways how to have best development of human resources and natural resources and their interaction in the long term and short term regional development programmes (district level). Proposed recommendations were made for improving the method of planning by remote sensing application and the system approach on interaction of human and natural resources in the proposed study area (Cam Binh District - Hai Hung province ) as well as be applicable to the rest p art of the world with the similar natural resources and natural conditions.
