AbstractThe competition in the use of water resources and particularly the increasing demand of hydropower have created the complexity of problems to be solved by reservoir system managers . It is common that reservoir operators face conflicting objectives of multipurpose users. Conflicts may also occur among agencies involved even though energy generation is the main objective of a reservoir system. This thesis is mainly concerned with the later type of the conflict. This research attempts to find the optimal energythat can be generated from Saguling, Cirata and Jatiluhur reservoirs in the island of Java, Indonesia. Sagulimg and Cirata are the upstream reservoirs and Jatiluhur is the downstream reservoir. The existing condition is under two agencies i.e. that of the two upper reservoirs by Perusahaan Listrik Negara (PLN) - "National Electricity State Owned Enterprise" and that of one downstream reservoir by Pe rum Otorita Jatiluhur (POJ} - "Otorita Jatiluhur State Owned Enterprise". The study critically examines the reservoir management and the possible conflicts therein, by analyzing the energy generation. By Linear Programming technique, the optimum energy is examined using simulated inflows from available hydrological data and based on many variation of t he reservoir operation. The different results of energy generation showing benefits or losses to the management agencies of the downstream reservoir are obtained and these are used for determining the internal and the external conflicts occur in the management system. Water resources development laws, regulations and some guidances have been applied to see whether the reservoir operation policies based on optimization of energy can decrease or alleviate the conflicts.
