Abstract | Although the commune system has been in existence in Vietnam for over thirty years, some communes are better than others in rural construction as reflected in terms of their rural physical infrastructure and rural household economies. This study has investigated factors affecting rural construction in Vietnam by conducting a survey in one "advanced commune" and one ''backward commune" in two different geographical environments, namely deltaic and coastal districts and comparing the levels of development between them. It was found that there are different levels of development between the advanced and backward communes as measured by the socio-economic infrastructure and by local economic developmental factors and that these different levels of development were not due to differences in the natural resource base. Greater people participation; a younger, closer and more sympathetic leadership; better support from government agencies; and policy changes over time are the main factors for such different levels of development. In order to improve the backward communes, recommendations has been proposed. These include public forum strengthening, greater involvement of government agencies, improved identification of commune leaders, leadership training and assigning responsibility to the people to increase involvement of commune members at the different stages of development activities. Some further research should be undertaken: how to broad natural resource bace and commune organizational structures to give commune members more opportunity to play responsible and active roles. |
