Abstract | The emergence of strategies for housing t he poor in Sri Lanka has evolved throughout the period after independence. The most recent periods have shown t he dramatic changes in this regard . The IYSH Demonstration Project which has emphasized t he people ' s role as a dominant feature has been distinctive in this connection. This study has investigated the process o f housing strategy followed under t he IYSH Demonstration Project , taking on e of its prototype project s as a case study . The development of housing conditions , infrastructure and t he aspect of community involvement are investigated with a view to evaluating the improvement that has taken place in the settlement . The improvement in housing conditions and infrastructure has been prominent . The support given by the government has played a dominant role in t his regard . The avail ability of a householder information and training component has made a considerable contribution to the improvement of the conditions in the settlement. This type of assistance has its constraints in assisting people in a settlement of this nature. People 's role can only be reached fully if their economic condition permits them to render this . Th<~ Community Development Councils have been found playing an important role in the improvement work under the project. It has been found that only those who are able to supplement the assistance given by the government , have the full advantage of t he project. This situation has affected t he work of Community Development Councils and the Non -Governmental organizations as well, in continuing their work in the settlement . Recommendations include a special assistance programmed for the poorest of poor , more than what is offered as a support. Here , the importance of providing employment oriented training which should be extensive and will eventually be helpful for the people is to be a priority . There exits a necessity to further the development of infrastructure with special reference to access roods and drainage . More meaningful usage of CDCs in the project and making people more convinced about their role , are also a distinct need . The co -operation with US Save the Children Fund as t he Non-Governmental Organization in the area , is also helpful in this regard. |
