AbstractA systematic step-by-step procedure for enhancing the practicability of Cost-Benefit Analysis has been presented. Attempt has been made to simplify the complexities of Cost-Benefit Analysis without directly indulging into theoretical economics but utilizing its base for building the structure of the analysis. The strategy adopted in the development of the CBA model presented here is the establishment of a link between the theory and practice so that non-economists, planners and managers can be equipped with an in-hand tool for making the decision of public interests. It is hoped that the applicability and adoptability of the model to any given situation would instilease into the tasks of the practical analysts. Complexities like inflation, uncertainties etc., that are more than often encountered in reality, are introduced into the basic model and the resultant situations are discussed accordingly. A critique on the use of CBA for deciding the fate of the Nam Choan Hydro-Electric Power Development Project the most recent and a major public project of Thailand - has been prepared to demonstrate how CBA analysis can be relied upon for making such a decision of national interest. Finally, the strengths and weaknesses of CBA on the basis of such an exploration have been outlined.
