Abstract | This study investigates the land development system used by the Lahore Development Authority (LDA) in Lahore , Pakistan. LDA is a comprehensive urban development authority and is the government agency mainly responsible for land development in the city. But it has been able to meet only a minor part of the large and growing demand for serviced buildings plots. LDA acquires the private land it requires for its land development projects by a form of "l and exchange" authorized by the Punjab Land (Housing) Acquisition Act, 1973. Under this system the LDA takes possession of the designated land and plans, services and subdivides it into streets, open spaces and building plots for the planned urban land uses. The land owners are then entitled to take back a stipulated proportion of their original land area on payment of a stipulated charge per square meter to cover the cost of servicing and subdividing the land. This technique of government land development enables the LDA to acquire the land it requires without an initial outlay on compensation . The present study outlines and reviews this technique as it was applied to the development of AllamaIqbal Town in metropolitan Lahore. A number of limitations and shortcomings are noted, particularly the long time taken to prepare and implement these projects and the incomplete provision of social infrastructure due to financial shortages. Recommendations are made to expedite the preparation and implementation of the LDA's land development projects. |
