AbstractLand readjustment is a technique for the planned development of privately owned parcels of land for urban use and with the recovery of infrastructure costs by the sale of some of the land. In its simplest form it involves pooling of land owned by participants who then receive back a percentage of this land, in serviced condition , with the balance going toward rods and common amenities and to be sold to recover the cost or infrastructure. Inspire of the proven success of LR in three countries iii the Asian Region, namely Japan, Reptilic of Korea and Tai wan, it has not been used in Thailand. However, the Department of Town and Country Planning has proposed that the LR technique be used to implement the planned new town at Laem Chabang as part of the Eastern Seaboard Project . It is the therefore preparing the Laem Chabang Pilot LR Project for part of the new town in order to demonstrate the application of the LR Technique in Thailand. The present study was undertaken to make a preliminary assessment o ·f the feasibi1ity of using the LR technique to develop the planned new town. For this purpose a mini LR project was prepared for a small part of the Pilot LR Project area and then presented and discussed with the landowners in the mini project area . There was also discussion of the LR technique with the relevant government officials. It was found t h at LR scheme cannot b e implemented on a voluntary basis and needs to backed by appropriate legislation . This legislation can also stipulate higher contrib11tions of l and from participants to serve social objectives such as orderly p1anned development and low cost housing.
