AbstractMicrocomputer hardware is increasingly a v ailable to the planning authorities of ma jor cities in Taiwan, but the most important problem is to find or design the software which would be required. In this context, an attempt is made to analyze a s pecific planning problem of Kaoh si ung City, e.g. the procedures for junior high school planning. Using Lotus 1-2-3 and DBase III Plus, the c omponents of the junior high school planning problem are assessed and documented. In addition, some trial runs are made, using location-al location programs. However, neither the multi-purpose software nor the a v ailable specific programs were found to fit the requirements of the planning problem at hand. Therefore, a new approach is developed to make up for the deficiencies of the programs applied earlier, without d esigning a completely "tailor- made" computer program. The result of the study is a relatively detailed logical framework which can b e used as a basis for the actual programming work.
