AbstractThe main problem of urban development in Indonesia is a lack of serviced land for development. The government is becoming increasingly aware that the shortage of serviced land is likely to be the major single constraint on its future urban development programmes . The government recognizes the need to develop new techniques of urban land development . Land pooling/readjustment (LP/R) is such an innovative technique. LP/R projects were commenced by the central government through the Directorate-General of Agraria in 1981 and since then they have been undertaken by Agraria in a number of cites in Indonesia. The Bandung Municipal Government has also carried out a pilot LP/R project in its Babakan Surabya Sub-district (Kelurahan) . The main purpose of this project is to apply the LP/R technique in order to improve the urban land development process in Bandung and to gain experience with the technique in a situation where there no LP/R law to authorize and guide the application of the LP/R technique in Indonesia. The main objective of the present study is to investigate and assess the Babakan Surabaya LP/R project as a means to improve land development in Bandung. Also, to suggest improvements for implementing the project, and to formulate principles to guide the application of the LP/R technique in Indonesia. The assessment of the project was made by reviewing t he history and details of the project, by inspections and by discussions with the project ' s participants, landowners and officials, and with experts. The experience in the application of the LP/R technique in Japan, South Korea and Taiwan was also reviewed in order to draw out the lessons for Indonesia . The study found that the LP/R technique as demonstrated by the Bandung LP/R Project, is a good one for improving urban land development in Indonesia . The project went smoothly in the beginning but experienced some difficulties in its later stages. Although the project has not been finalized as the landowners have yet to receive their new l and parcels and land title certificates, the increase in l and values to date indicates that the project will provide every landowner with a substantial land value increase. The Bandung Municipal Government will receive land for public roads and public/community facilities at no cost and the road and drainage works have been carried out at a no net cost to the municipality.
