AbstractThe study was conducted in order to examine and assess the project identification procedures of the four actors involved in the development planning process. Findings from the study reveal certain areas of weakness which hamper the identification of projects. The planning bodies lack the substantive authority to supervise and screen the identification of projects appropriate for the region because of the mandated performance of mere coordinative functions. On the other hand, the service delivery strategies adopted by the primary agencies have certain conceptual flaws. The push strategy demands active participation by the agency in the identification process which limit the choices and thwart the initiatives of program clientele to identify projects on their own. Meanwhile, the pull strategy, involves a more indirect identification which implies strong information dissemination capability and ability of the agency to meet the needs of the people who approach them. The field workers are hampered by lack of technical skills and express desire for greater participation in the agency planning process. A general passivity and compl acency is displayed by the entrepreneurs as evidenced in their reliance on external so ur ces for project ideas and a myopic tendency to identify projects. These findings point to the need for creating a more conducive institutional environment by increasing the participation of people in the identification of projects, ensuring easier access to venture capital, and strengthening information channels and receiving mechanisms at the local level. In this light, the following recommendations have been forwarded - the establishment of a "one-stop- s hop" at the municipal/ provincial level to cater to the needs of the entrepreneurs, more physically and financially available training programs, and the conduct of a thorough community diagnosis prior to entry into a community by agencies of government.
