AbstractSince the National Rural Development Programme has been set up in 1982 (beginning of the Fifth plan) it had been expected that the rural development administration of Thailand would be more efficient in solving the problems of rural area. There was created a unity or command from the national to the grass- root level and all government agencies were expected to have the same concept or rural development. However, fulfilling this objective needed not only the good administration system but also competent officers especially at the local level. This study is an attempt to find out the potential for fulfilling the objectives of the NRDP and the directions which it is taking at the present based mainly on the opinions of those responsible for its implementation and partly in comparative with the opinions of those central officials responsible for formulation of the programme . Fifty- nine on- duty district officers of five provinces of the ยท northeast who were expected to have understanding about NRDP implementation and eleven central policy makers who have understanding of the programme in its more technical aspects were the target group of this study. It was found out that each group has a different perception on the NRDP system. The local level officers tended to see the main constraints arising at the centre, where as the higher level officials saw faults in the implementation at local level. Perhaps both views are valuable and in presenting many obstacles which are confronting the development of the NRDP, it is hoped that this research study will be or value to all related officers.
