AbstractLand readjustment (LR) projects played a useful and effective role until the 1980s in providing urban infrastructure and residential land in Korea. However, in the early 1980s, the shortcomings of LR as practiced in Seoul and Pusan caused the government to discontinue its use in these cities in 1982, preferring the government development (GD) method. The aim of this study is to identify the reasons for the dropping the LR technique in Seoul, to compare the advantages and disadvantages of the LR and GD techniques, and to recommend on measures improving the LR technique in Korea. The study was made by case studies of two recently implemented LR projects in Seoul. The study found that since the 1970s there was serious land speculation and large increases in land prices within the LR projects in Seoul which the government failed to control . The government turned to the GD technique in order to prevent land speculation and to recover the betterment. However, if the government had given more attention to improving the LR technique, most of the disadvantages of the technique could have been overcome. The study recommends on the measures to be adopted to improve the LR technique and recover its disadvantages.
