AbstractDecentralization is seen as a process of shifting and delegating power and authority from the central government to local officials in order to promote independence , responsibility and quicker decision- making in adapting programs for the needs of the local people. Included in this context is the scheme of functionally integrating various development efforts through integrated area development CIAD>, of which Palawan IAD is one. The study examined the effectiveness of the PIADP where it has proven that full decentralization has not been achieved by the project. It highlighted the extent of integration, coordination and decentralization achieved and the project impact not only to the beneficiaries but to the implementing agencies as well . The concept of decentralization and rural development were looked into including the various efforts by the government on these aspects. Decision - making power and authority granted to the Project Office and the Project Management Office and local participation were analyze d giving light on the degree of decentralization in the areas of planning, budget and resource allocation, and implementation. Coordination which is considered as the major issue in IAD was seen to have improved, although remains to be one of the major setbacks in the project. The integration aspect of the program was likewise in a way been successful due to the coordinating mechanism adopted by the project. Local participation which is one of the elements of decentralization, is progressing towards this end as manifested by the level of awareness of the beneficiaries.
