Abstract | Provincial Development Programmes (PDP) is one programme in a series which the Government of Indonesia has initiated since 1969 to channel development funds to local people through local levels of government. The long range goal of PDP is to increase the productivity of rural poor people through locally designed and implemented programmes for economic development. programmes. The means of achieving PDP's goal is to decentralize and provide increased funding and authority to the planning boards (BAPPEDA) and in turn to technical agencies at the province and district levels to support locally designed and managed The study is an attempt to assess the impact of the PDP upon the Local Government Capacity Building and examine the impact of the programme on increasing activities undertaken by the recipient and their perception of the benefit from the project. The findings of the study reveal the facts that while the programme has an increasing positive trend in impact on the learning process of bottom - up planning, it suffers from certain problems of monitoring and evaluation activities. Regarding with the economic impact upon the beneficiary, the programme has positive impact in contributing benefit to them through increment of their income. A list of recommendations is presented both for further planning for more efficient implementation of the PDP projects and for further studies related to this issue. |
