AbstractExtended Producer Responsibility (EPR), an environmental policy tool, has been widely implemented in European countries and Asia. Korea, as a country at the forefront of the EPR implementation in Asia, has achieved a huge achievement in improving waste collection and increasing recycling rate since its introduction in 2003. On the other hand, Thailand has adopted the Bio-Circular-Green Economy Model (BCG), which strives to utilize natural resources more effectively while minimizing negative impacts on the environment. Under this new economic model, the government has initiated Plastic Waste Management Roadmap as a holistic policy approach to prevent and solve plastic waste problem and EPR is one of the key agenda in it. In this context, this research conducted analysis on comparison of EPR implementation between Korea and Thailand, focusing on initial stage of EPR. The main objective of the research is to study the situation of initial stage of EPR implementation in Korea and Thailand, compare each stage between Korea and Thailand and identify how Korea solved the challenges and what can be applicable learned from Korea in Thailand for the next stage, especially for establishment of Producer Responsibility Organization (PRO). As a result, it identified similarities and differences in each stage between Korea and Thailand and suggested what actions can be taken for the next phase of EPR implementation in Thailand. Based on the this, some key takeaways that can be applicable are identified in terms of improvement of value chain, roles of PRO and financial aspect for the next stage of EPR implementation in Thailand.
