AbstractIn every developing country, high demand of electricity supply is an inevitable requirement of economic growth and Vietnam is of no exception. Currently, the generation of electricity for various purposes mostly comes from thermal energy in which coal serves as the core fuel. To ensure the stability of the electricity generation, coal is imported from other countries chosen via competitive bidding, which is considered to be a standardized method to ensure the quantity and quality of coal. In DUYEN HAI Thermal power company, the process of choosing a contractor of imported coal follows the similar process of international bidding, complying with government laws and regulations of EVN. The difference lies in the fact that stages are broken into more detailed and specific steps to boost effectiveness. Despite constant effort in improving the bidding quality, this is still a new field for Vietnam. Therefore, practitioners need to learn and perfect the bidding procedure to take full advantage of its role in choosing the most appropriate external resources for the development of the country. Such context has motivated the researcher to conduct this study on the area of managing procurement of coal from abroad through competitive tendering. Due to the small scale of this case study, along with the researcher's own interest and expertise, this study only focuses on analysing the strengths and weaknesses of competitive tendering with short list of imported coal. According to the strengths and weaknesses of such an analysis of the implementation of existing tenders while there remain some shortcomings related to such as the process of selecting contractors often lasts to affect the progress of coal supply to factories, limited in the coal category, Non-diversified supply, high percentage of short-term contracts or disclosure of bidding information reduces competitiveness. Some suggested solutions have also been proposed to tackle the weaknesses including building a bidding framework to improve the quality, the ability to select contractors, and ensure high efficiency in bidding for coal imports.
