AbstractThe US-China trade war and COVID–19 pandemic is forcing companies to shift their supply chain activities out of China. Vietnam is one of new destinations for many of them to choose scattering their manufactory. In order to embrace this opportunity to help economic growth. Vietnam government has been encouraging investments for not only law conditions but also preferential tariff and preparing industrial zones, parks to attract more foreign companies to come. Therefore, investing in industrial park is one of the most attracting business for many industrial park developers in Vietnam in recent years. Beside of that, the fast-changing, highly competitive global market and new high requirements demand every industrial park developer constantly striving to get ahead. The industrial park is one of the most challenging business related to the variety of stakeholders, both public and private sectors. Understanding the characters of industrial park, policy options, financial demands, procedures, and how to optimize the benefit but adapting to any quality requirements in current conditions are one of the most difficult questions that many developers try to solve. Value engineering is a method experienced in management that has an organized approach and a systematic, creativity and team work-based method to solve problem, decrease cost and improve function, quality of projects. It could be a helpful tool from the beginning of studies to the end of designing, constructing, exploiting and maintaining processes and overcome civil designs’ challenges and complexities. The purpose of this study can provide new approach in industrial park management, for new and existing industrial parks that can be used as practical tools for park managers to set the process into reality.
