AbstractThe aim of rural development is not only development of rural in a narrow economic sense, but also the balanced development of particular areas or regions with an awareness for the optimum utilization of local resources and a wider distribution of the benefits from that development. In case of Thailand, small-scale manufacturing enterprises can be located in rural areas or small towns which usually have close links with the agricultural sector -which serve as a source of labour and raw materials as well as market for the manufacturing goods. Through these industries, rural people can find gainful employment. Also over-congestion of industrial activities in the Greater Bangkok can be slowly eliminated. Despite plans to promote the small-scale industry since the '3rd Plan, implementation and progress were slow. At present, pol icy makers raise the question "How to promote rural industry". There is need to understand the linkage pattern, industrial location factors and labour problems . It is believed that this understanding assists in the promotion of industrial growth. To meet these objectives both primary and secondary information was gathered and analyzed. Personal interview with entrepreneurs was carried out in the Chiang Mai Province. The findings and recommendations of the study point out the need for direct future policies towards promoting the Co-operation between private sector and government sector in small-scale industrial development.
