AbstractProject management is used to plan, organize, and implement a development project by the control of activities and use of resources. in order that the project may be completed on time and with minimum costs. Good planning, scheduling and control are important elements for successful project management. This study is concerned with managing Phase of the construction of Bang Plea New Town being developed near Bangkok by the National Housing Authority. Phase 1 was carried out during 1981/1986 but with considerable ground engineering problems, construction delays and cost increases. The planning, staging, contracting and management arrangement for phase 1 are outlined, the implementation problems described and the causes of the problems identified. The planning, scheduling and control techniques used for managing the project were then considered and compared with the advanced project management technique suitable for large scale projects such as work breakdown structure, integrated project management information system, and hierarchical planning. Particular consideration was given to the possible application of computer techniques. The study proposes that a selective use of these more powerful and comprehensive techniques would help in achieving a more systematic planning with better results. It particularly recommends the use of the Critical Path Method CCPM) and a computer based information system such as the PROJACS and Hornet Project Management Microcomputer System .
