| Abstract | The Million Houses Programme of Sri Lanka is a national shelter
programme covering both the public and private sectors. Its Urban Housing
Sub-programme (UHSP) and Private Sector Sub-programme (PSSP) are designed
to meet the needs of the urban population. UHSP is to be implemented
through the urban local authorities while the PSSP covers the private l and
and housing developers and the individual households building t heir own
houses. Sites and services projects are being developed under the UHSP
to cater to the urban poor. The present study investigated three case
study sites and services projects recently undertaken by the National
Housing Development Authority in Colombo together with two private land
subdivision projects for comparison purposes . The emphasis was on assessing the projects in terms of reaching the target beneficiaries, the
standards of provision, their affordability, cost recovery and
replicability, and the beneficiary participation.
The study found several problems in relation to the implementation
of the sites and services projects. They included high infrastructure
costs, high standards, lack of coordination, nominal project cost recovery, poor loan recovery , and lack of beneficiary participation as important problem areas. In the case of the private sector land subdivision
projects, the study found lack of services and high profittaking by the
property developers as the main problem areas. Recommendations are made
on these matters for improving the Urban Housing Sub-programme of the
Million Houses Programme . |
