AbstractThe mandate for application of risk analysis on dam engineering is aroused by catastrophic failures of dams claimed to be designed and constructed under sound modern engineering . Much research effort has been directed to the use of risk analysis on screening large number of dams for safety upgrading, on optimized decision making, and on incorporation of risk cost into benefit/cost analysis . In this study the works of a number of research individuals/groups /agencies on application of risk analysis on dam engineering are critically reviewed. Relevant issues like human factors, oppositional opinions and applicational resistance are also addressed. It is found that the present state-of-the-art is not capable of evaluating the exact risk in dam engineering. The main deficiencies in research are the full identification of relevant events and their relations, and the methods of probability estimation. A new framework is proposed to analyse the risk in rockfill dam engineering . It consists of a set of cause-consequence diagrams and a quantification format. The diagrams serve to identify and present all relevant events and their relations in a clear, logical form. The quantification format provides a means to combine vast and diverse informations to give an indication of risk. Some ideas are suggested for the improvement of subjective judgement in probability estimation. The need for applying risk analysis to dam engineering cannot be discarded. We should try our best to improve the state-of-the-art . The proposed framework is a significant effort in this direction.
